BOSTON (AP) ? A Vermont nurse disfigured in a 2007 lye attack has received a new face at a Boston hospital.

Carmen Blandin Tarleton's full facial transplant at Brigham & Women's Hospital included transplanting a female donor's facial skin to Tarleton's neck, nose and lips, along with facial muscles, arteries and nerves.

Hospital officials say the 44-year-old Thetford, Vt., woman suffered burns on more than 80 percent of her body after her estranged husband attacked her.

Tarleton's sister said Wednesday she showed "great appreciation" for the gift she's been given.

The donor's family believes their loved one's spirit lives on in Tarleton.

Tarleton has undergone more than 50 surgeries. The latest took 15 hours and included a team of more than 30 medical professionals.

Tarleton once worked as a transplant nurse.

3 dead in Swiss workplace shooting

MENZNAU, Switzerland (AP) ? A longtime employee opened fire at a wood-processing company in central Switzerland on Wednesday, leaving three people dead, including the assailant, in the country's second multiple-fatality shooting in two months, police said.

Seven other people were wounded, six of them seriously, in the shooting at the premises of the company Kronospan, in the small town of Menznau, Lucerne criminal police chief Daniel Bussmann told reporters.

The incident occurred as the Swiss parliament prepares to consider tightening some aspects of the country's famously lax gun legislation.

The assailant, a 42-year-old Swiss male, arrived at the premises shortly after 9 a.m., drew a pistol and started firing. Police spokesman Kurt Graf said the shootings took place in the building's canteen area.

Officials didn't immediately have further details on the weapon or how the assailant acquired it. They also did not know how the assailant was killed.

"A lot of things are unclear at this stage," said Ida Glanzmann-Hunkeler, a Christian Democrat lawmaker who lives near the scene of the shooting.

Glanzmann-Hunkeler said a proposal will be put before parliament in the coming weeks that would require greater exchange of information between the gun registries kept by Switzerland's 26 cantons. Authorities would also record whether a person is considered mentally fit to own a gun, and increase officials' powers to confiscate weapons if they aren't.

But the shooting is unlikely to immediately revive calls for ex-soldiers to store their military-issued firearms in secure army depot. The country has a long-standing tradition for men to keep their military rifles after completing compulsory military service.

This partly accounts for the high rate of gun ownership in the country, where some 2.3 million firearms are owned by a population of about 8 million.

A referendum to tighten the laws was defeated at the ballot box in 2011. At the time, opponents pointed to Switzerland's relatively low rate of gun crime, with just 24 gun killings in 2009, which works out to a rate of about 0.3 per 100,000 inhabitants. The U.S. rate that year was about 11 times higher.

Still, there have been several high-profile incidents over the years, including the killing of 14 people at a city council meeting in Zug, not far from Lucerne, in 2001. And in early January, a 33-year-old man killed three women and wounded two men in a southern Swiss village.

Critics and advocates of gun rights doubted the latest shooting would lead to drastic law changes beyond the proposal now before parliament.

"If we demanded another referendum now, many people would say we already dealt with this two years ago," said Tobias Estermann, a member of the anti-weapons group Switzerland Without an Army.

Peter Schilliger, a Lucerne lawmaker, said the popularity of shooting clubs in Switzerland means there is strong grassroots support for gun ownership.

"And anyway, it will always be possible to come by a weapon somehow," he said.

Kronospan Chief Executive Mauro Capozzo said that the suspected assailant had been "with us for more than 10 years ? a quiet man, no other incidents involving him are known." Graf said the man was still with the company at the time of the shooting.

According to the local town council, Kronospan has some 450 employees. There was no immediate word on a possible motive; Capozzo said the company hasn't laid anyone off recently.

Police: Mass. boy's rap videos inappropriate

BROCKTON, Mass. (AP) ? A lawyer for the family of a 9-year-old Massachusetts rapper who appears in sexually suggestive videos is criticizing authorities' decision to investigate whether the boy is the victim of possible child abuse or neglect.

The boy who performs as "Lil Poopy," is a thriving, well-adjusted fourth-grader with a good home life, good grades and musical talent, attorney Joseph Krowski Jr. said Monday of client Luie Rivera Jr., who is of Puerto Rican descent.

"This is just what I would call a racially-tinged investigation because whoever watched it probably doesn't understand rap," Krowski said of his client's work. "...This isn't some child left alone that's not going to school. It all comes down to content in the videos, which is protected by the First Amendment."

On Sunday, Brockton police asked state child welfare officials to look into possible abuse after watching Lil Poopy videos following a feature story about him in local newspaper The Enterprise.

Police said Monday they haven't filed any criminal charges. A Department of Children and Families spokeswoman confirmed that officials are looking into concerns about the young Brockton rapper's welfare.

The investigation will include interviews with everyone who lives in the child's home and likely others who have contact with the 9-year-old, such as school officials, DCF spokeswoman Cayenne Isaksen said. Child welfare officials can refer the case to the local district attorney's office if an investigation finds any criminal behavior.

"The filers of this report wanted to make sure the child is being properly cared for," Isaksen said. "...So the department will look into all aspects of this."

The videos show the boy slapping a woman's buttocks, engaging in sexually suggestive dances and glorifying drug use and materialism.

The boy's father, Luis Rivera, told The Enterprise that his son is acting and not doing anything wrong.

The newspaper said Lil Poopy has performed alongside Sean "P. Diddy" Combs, and was discovered in his father's music studio by the rapper known as French Montana, who founded Cocaine City Records.

Lil Poopy music that was posted to an online mix tape site last October has lyrics that include him singing about being a "bad boy" and a "cocaine cowboy."

It showed about 8,600 downloads and 195,000 views by Monday afternoon.

YouTube posts also feature the boy singing "Coke ain't a bad word," and show him with Coca-Cola.

New therapy for breast cancer

Breast cancer patients will now have an effective and less toxic therapeutic option.

The Food and Drug Administration (FDA) has given the go-ahead to a new drug therapy for patients with HER2-positive - particularly aggressive form of breast cancer.

On Friday, the Food and Drug Administration (FDA) approved the new treatment drug, Kadcyla (trastuzumab emtansine), also known as TDM-1, which combines Traztuzumab, also called Herceptin, with the powerful chemotherapy drug emtansine.

The drug therapy is developed by Roche-owned Genentech, which funded the study.

Results from clinical trials of the drug TDM-1, known as "Super Herceptin," showed that it was more effective and less toxic than the standard regimen for this type of tumour.

The medication kept patients free of disease for longer than the standard chemotherapy regimen.

HER-2 positive breast cancer patients have been found to be positive for carrying a protein that promotes the growth of cancer cells.

TDM-1 is taken directly to cells that have the HER2 protein on the membrane, such as the cancer cells, while sparing normal cells. This results in less toxicity from the chemotherapy drug, reports Science Daily.

"TDM-1 works like the original drug Herceptin by hunting down and interfering with the cancer cells," said Melody Cobleigh, director of the Comprehensive Breast Centre at Rush centre, Illinois and lead investigator of the TDM-1 clinical trials at Rush.

Sony bets on gaming with PlayStation 4

What is worrying for the console market is that the newest device, Nintendo?s Wii U, has struggled in its first three months on sale. In the US last month, the Wii U sold just 57,000 units. To put that in perspective, the Xbox 360 sold 281,000 units, while the original Wii sold 435,000 units in its first January on sale. Much of this poor performance can be put down to a paucity of new titles since release, and a rather muddled marketing campaign from Nintendo. However, that the figures are so low is a concern for the general health of the market.

The PlayStation 2 then rallied, eventually selling more than 150m units worldwide to become the best-selling home console in history. ?It?s often tough at the beginning ? you need to get traction and build an install base,? says Ryan.

?Nintendo are a very good company and very well managed. They have a lot of cash in the bank and they will do whatever it takes to make their platform successful. I always say to my management to never write these guys off, because their track record is excellent.?

To Sony?s credit, the PS4 seems to have a very clear message: this is a connected gaming device. Ryan says that while the PS4 will certainly feature video and music content, the company wants to get across that the primary purpose of the PlayStation 4 is games.

Part of this focus is on making the PS4 easy to develop for. The PlayStation 3 was a notoriously troublesome machine for games developers, often meaning multi-platform games did not run as well on the PS3 as they did on the Xbox 360. The PlayStation 4 looks to change all that, with lead architect Mark Cerny calling the system?s architecture like a ?super-powered PC? that should allow developers to get the best out of the generational leap in graphical fidelity and the touch-apd enhanced control palette of the PS4?s controller.

Following the reveal, Sony were criticised for the fact that the PlayStation 4 will not be backwards compatible, meaning you won?t be able to play your PS3 games on the new machine. Ryan admits backwards compatability is not a priority for Sony. ?Every time you go from platform to platform, it?s an issue that lots of people get very exercised about,? he says. ?And then six months down the line, nobody cares. All research from generation to generation is that once you actually launch the console and you have a reasonable amount of games on the new format available, people are not interested in playing the last generation?s games. They?ve moved on.?

At the PlayStation 4?s unveiling, Sony also decided against showing the console?s physical design. Ryan was surprised at the backlash that followed, with many commenters baffled by the console?s non-appearance.

?I don?t get it. In my mind it is 50 times more important to show what the platform is capable of, rather than what the damn box looks like,? says Ryan. ?It?s a box Sony will design very well, it will be lovely and we?ll unveil it in the fullness of time. We?re getting to the stage where we have to reassure people that it even exists, which is nuts. There?s only so much you can do in the time, and for us it was a clear priority for us to demonstrate what developers are doing with it rather than saying, ?Here?s a cool box?.?

Whatever that box may look like, Sony is counting on it finding its way under your television. The PlayStation 4?s potential is bright, sharp and focused, tapping into the always-online generation. Sony must hope that generation has not moved on from traditional console gaming.

General mechanism that accelerates tumor development discovered

Feb. 24, 2013 ? Cancer is characterized by uncontrolled cell division and growth. In order to identify new therapeutic targets through which to tackle the disease, scientists seek to clarify the mechanisms that control the expression of genes that favor the development of tumors, in processes such as uncontrolled cell division. Nature has just published a paper by the lab headed by Ra?l M?ndez, ICREA professor at the Institute for Research in Biomedicine (IRB Barcelona). The study describes a mechanism controlled by the CPEB1 protein that affects more than 200 genes related to cell proliferation and tumor progression. The mechanism, which was discovered using Hodgkin lymphoma cells, has been proposed as a general regulatory system that enhances the spread of cancer.

The researchers describe that CPEB1 shortens a highly specific region of RNAs (RNAs are the molecules that carry gene information for protein synthesis). This region holds most of the signals that determine whether an RNA molecule is made into a protein or not. "CPEB1 "takes off the brakes" for hundreds of RNAs that stimulate cell desdifferentiation and proliferation, allowing them to be made into proteins; however, in addition to removing the brakes in the nucleus, this protein accompanies RNA to the cytoplasm, where it speeds up the production of these proteins," explains the senior author of the paper Ra?l M?ndez, head of the "Translational control of cell cycle and differentiation" group at IRB Barcelona.

Ra?l M?ndez is an expert on the CPBE protein family, a type of RNA-binding protein that has a positive and crucial role in early embryo development. "CPEB proteins are necessary during development and also during tissue regeneration via stem cells in adults, but if the programme governed by CPEBs is continually switched on, cells divide when they are not supposed to and form a tumor," explains M?ndez. The CPEB family comprises four proteins, which compensate each other's normal function but which have specific activities in diseased states. "This finding is positive from a therapeutic viewpoint because it means that if you remove CPEB1 from healthy cells, its function can be taken over by any other CPEB protein. In contrast, in tumors only CPEB1 has the capacity to shorten these regions, thus affecting only tumor cells," states Italian researcher Felice Alessio Bava, first author of the paper, and post-doctoral fellow with M?ndez's group who, this year, has obtained his doctorate degree through the "la Caixa" International Fellowship Programme. This study provides further evidence of the potential of CPEB proteins as therapeutic targets. In 2011, in a study published in Nature Medicine, M?ndez identified that CPEB4 "switches on" hundreds of genes linked to tumor growth. This new study explains that the overexpression of CPEB4 in tumors is because CPEB1 has also "released its brakes." "The fact that these proteins control each other is also advantageous from a therapeutic point of view," asserts M?ndez, "because partial inhibition, by a drug, would be amplified, thus allowing tumor cell reprogramming. The amplification should make it easier to find a viable compound."

The lab has developed a system to screen therapeutic molecules for a drug that can inhibit the action of CPEB in tumors while having few secondary effects on healthy cells. "There is no drug currently available that influences the regulation of gene expression at this level. Our findings open up a pioneering therapeutic window. We are optimistic about the potential of CPEB proteins as targets," says M?ndez.

The action of CPEB proteins should be considered in the design of other therapeutic strategies

The study published in Nature includes a meticulous genomic analysis of RNA molecules that are processed in different ways depending on whether CPBE1 is present. The study provides a list of between 200 and 300 of such genes, that is to say, those that would have the region holding regulatory signals removed. This is precisely the region where microRNAs -- small molecules regulating the translation of this RNA to protein -- bind. "Many antitumor therapies attempt to interfere with microRNA binding, but we have now revealed that CPEB proteins remove these regions beforehand. The pharmaceutical companies that are developing such compounds will be able to predict whether their targets are suitable approaches or not," explains the scientist.

The study has involved the collaboration of the group led by Juan Valc?rcel at the Center for Genomic Regulation (CRG), an expert in RNA nuclear processing, and that of Roderic Guig?, an expert in biostatistics and also at CRG. This study received funding from the Consolider RNAreg consortium of the Spanish Ministry of Economy and Competition and the Generalitat de Catalunya (Government of Catalonia).

THE RESET: Obama, GOP battles don't affect Fed job

While the White House and Congress lurch combatively from one budget crisis to the next, another Washington institution has been bolstering the economy steadily and with little fanfare since the 2008 financial crisis began.

And the Federal Reserve seems likely to keep its stimulus pumps running at least awhile longer ? although minutes from a recent meeting show growing nervousness among U.S. central bankers over possible long-range harmful consequences, including steep inflation and instability in financial markets.

The Fed, under Chairman Ben Bernanke, has been keeping a key short-term interest rate near zero for over four years and is buying tens of billions of dollars in Treasury and mortgage bonds a month to keep downward pressure on longer-term interest rates and to provide liquidity to financial institutions.

Oh, and it's buying those bonds with money created out of thin air with the electronic equivalent of a printing press.

Minutes from the Fed's Jan. 29-30 policy meeting showed increasing debate over whether to end the huge stimulus sooner rather than later.

Still, the Fed voted 11-1 to continue its $85-billion monthly bond buying program for now.

However, the concerns were enough to drive European stocks sharply lower Thursday and contributed to a second day of declines for U.S. stocks ? even though there's scant evidence of rising inflation.

U.S. consumer prices were flat last month, a new government report shows, another sign inflation remains in check.

The latest crisis for President Barack Obama and Congress is the approach of deep, mandatory "sequester" spending cuts due to hit March 1 absent a bipartisan deficit-reduction deal. So far Republicans who lead the House have rejected Obama's insistence that any agreement be "balanced" with both spending cuts and increased tax revenues.

U.S. policymakers barely averted a "fiscal cliff" at the end of last year.

"Managing from crisis to crisis every 60 to 90 days is absurd," House Minority Whip Steny Hoyer, D-Md., said Thursday on MSNBC.

Employees shed pounds in worksite-based weight loss intervention with behavioral counseling

Feb. 20, 2013 ? Workplace-based programs that include dietary advice coupled with behavioral counseling appear to be a promising approach for men and women with significant weight loss goals, based on the results of a pilot study conducted by researchers at the Jean Mayer USDA Human Nutrition Research Center on Aging (HNRCA) at Tufts University. Employees enrolled in the intervention arm of a randomized controlled trial lost on average, 18 pounds over a six-month period compared to a two pound weight gain in a control group.

The study results are published online ahead of print by the American Journal of Clinical Nutrition.

"Although previous research has focused on weight loss interventions based in office settings, those studies that we are aware of report modest weight loss over periods ranging from three months to two years. To the best of our knowledge, our approach is unique because of the inclusion of a strong behavioral component," says Senior Author Sai Krupa Das, Ph.D., a scientist in the Energy Metabolism Laboratory at the USDA HNRCA at Tufts University. "Over the course of the intervention, a counselor with training in both nutrition and behavior modification met at first weekly and later bi-weekly with the participants as a group during their lunch hour. In these sessions, discussions focused on strategies for menu planning, portion control and managing hunger, as well as dealing with stress-related and emotional eating. The participants also received individual support in a weekly e-mail exchange with the counselor."

The weight loss component of the study enrolled men and women from four Boston area companies, all of whom had a body mass index (BMI) classifying them as overweight or obese. Eighty-four (84) men and women from two of the companies, one for-profit and one non-profit, completed the intervention. Thirty-four (34) employees from the other two companies served as the control group.

For six months, the employees enrolled in the intervention followed a reduced calorie diet, emphasizing low-glycemic and high fiber foods that are less likely to raise blood sugar. The participants were responsible for purchasing and preparing their own food. At the completion of the intervention, Das and colleagues observed substantial improvements in common markers for cardiovascular disease and diabetes risk. These included lower total cholesterol and glucose levels and lower blood pressure compared to the control group. Additionally, the intervention participants were given the option to enroll in a six-month, structured maintenance program. No significant weight re-gain was observed in the 40 participants who enrolled and stayed in the program.

"Based on our results, it seemed the weight loss intervention became embedded in the office culture and also helped the weight of people who were not enrolled in the program," said Susan B. Roberts, Ph.D., a co-author of the study and director of the Energy Metabolism Laboratory. "We made an effort to reach employees who were not involved by producing a series of newsletters and holding monthly seminars on general health-related topics such as cardiovascular health, childhood nutrition and exercise."

"To gauge the impact of this parallel programming, we asked employees in all four worksites who did not participate in the weight loss intervention to provide us with a self report of their body weight and we saw an encouraging ripple effect," added Roberts, who is also the author of The "I" Diet book and program upon which the intervention is based, a professor at the Friedman School of Nutrition Science and Policy at Tufts University and an adjunct professor of psychiatry at Tufts University School of Medicine (TUSM). "Overweight and obese employees at the intervention sites lost up to three pounds while employees at the control sites gained up to two pounds."

The authors recommend future studies that include more worksites and longer post-intervention follow-up. "For example, the current study does not explain why the employees at the non-profit intervention site lost significantly less weight than the employees at the for-profit site," said Das, who is also an assistant professor at the Friedman School. "It would be valuable to know what exactly about the culture fostered the success, because offices are really wonderful settings for weight loss groups. Co-workers have established relationships, creating an automatic support system and level of comfort. There is also the benefit of not having to set aside as much additional time for weight management. It can be built right into the work day."

Tax experts, economists say Dayton's business sales tax is a bad ...

Most tax policy experts would endorse ? at least in concept ? DFL Gov. Mark Dayton?s proposal to expand Minnesota?s sales tax to clothing and consumer services, and lower the tax rate from 6.875 percent to 5.5 percent.

Broadening the sales tax base would modernize the tax code to reflect our service-oriented economy, stabilize the sales tax as a source of revenue and reduce the inequities that result from the current law ? taxing products, but not services that fulfill similar needs.

?Generally speaking, the broader the tax base and the lower the rate, the better off you are,? says Mark Haveman, executive director of the Minnesota Center for Fiscal Excellence (formerly the Minnesota Taxpayers Association).

But Haveman and other tax policy wonks strongly question the wisdom of Dayton?s plan to extend the sales tax to business-to-business services, including accounting, advertising, architecture, computer, design, employment, engineering, legal, management consulting and business support services.

?It is very rare when all economists agree,? says John Spry, a professor of business economics at the University of St. Thomas and an expert on state tax policy. ?But I am still trying to find an economist who studies this area who thinks taxing business-to-business services is a good idea.?

Not surprisingly, leaders of the business community have strongly opposed the proposal, saying it would make Minnesota products and services less competitive and drive jobs out of the state.

?The business-to-business tax doesn?t make sense for economic reasons, for fairness reasons or for practical reasons,? says Bill Blazar, senior vice president of the Minnesota Chamber of Commerce. ?There?s nothing progressive about it.?

Proposal ?clarified?

Late last week, top aides to the governor attempted to ?clarify? the proposal, saying it never was intended to apply to services performed by Minnesota firms that are ?delivered to another state.? This had gone unmentioned by Dayton?s revenue commissioner, Myron Frans, during nearly four hours of testimony before the House and Senate tax committees.

Frans told lawmakers that the governor was proposing to extend the sales tax to business-to-business services, as well as consumer services, as a matter of fairness. ?If I as a consumer am paying taxes on legal and accounting services, why shouldn?t businesses do the same?? he asked.

The commissioner also dismissed concerns that the proposal would cost Minnesota jobs.? ?Gov. Dayton often says, ?We?ve been hearing for 30 years that businesses are going to leave.? Well, Minnesota is here. We have a thriving business economy. We?ve got great businesses. We have not seen evidence that [business] flight occurs when these kinds of changes are made.?

Dayton also seized upon the proposal because it is a lucrative source of new revenue. It appears that about three-fourths of the $2 billion in new revenue from the sales tax expansion is generated by the tax on business-to-business services, based on administration budget documents. The Revenue Department did not respond to a request for the specific revenue estimates and other information.

Economists and tax policy experts object to the idea of taxing business-to-business services for multiple reasons, chief among them that it results in ?tax pyramiding.?

?If there?s a product or service that has multiple stages of production, when taxes are applied in stages, then you are applying a tax on top of a tax,? explains Laura Kalambokidis, a University of Minnesota economics professor and tax expert.

Kalambokidis says the classic example is ?the baker who buys the flour, pays a tax on it, and then sells the bread to the consumer. Then you apply the tax on the sale to the consumer, so it ?pyramids.? It?s building so that you have 5.5 percent or whatever on the inputs. That then gets baked into the price of the good. The more stages of production, the more time it happens if every input is taxed.?

As a result, critics say, such proposals unfairly tax some products and services more than others by imposing varying levels of taxes on business inputs as well as the general sales tax on the final product.

A related problem is that the tax is not transparent to the taxpayer, one of the key principles of sound tax policy espoused by groups such as the Tax Foundation, nonpartisan tax research group based in Washington, D.C.

?It?s a bad tax ? it?s a hidden tax,? says Arthur Rolnick, an economist and former senior vice president of research for the Federal Reserve Bank of Minneapolis. ?It?s going to end up distorting business decisions.?

Tax, not business, decisions

Both Spry and Kalambokidis echoed these criticisms, saying the tax could result in businesses making decisions for purely tax reasons and not sound business reasons.

?A business that uses a lot of legal services and usually purchases those services outside of their own firm might just decide they will hire lawyers and bring that in-house,? says Kalambokidis. ?They might be making that decision because of the tax consequences, and not because that is the best choice for their business. That is one of the inefficiencies that could arise.?

The business-to-business tax could be particularly hard on small businesses, which may have no option other than to contract for accounting, legal, payroll and other services.

The state also could have problems administering and enforcing the tax, particularly when it comes to collecting it on the purchase of services by Minnesota businesses from firms located out of state. In cases where the supplier of the service does not have a Minnesota presence, the Minnesota buyer would be required to report the transaction and pay a ?use? tax equal to the state sales tax.

Large Minnesota businesses with offices in other states could respond by relocating certain functions to other states or contracting for services out of offices located elsewhere.

Spry envisions the Revenue Department ?sending use tax auditors into businesses in Minnesota and saying, ?We?d like to see all of your legal bills or engineering bills or services bills.? How successful they will be in collecting the use tax is kind of hard to say.??

He also suspects the state would need ?a whole series of court cases? to delineate how the tax would be applied. ?It boggles the mind.?

Finally, studies suggest that the business-to-business sales tax would fall most heavily on lower income residents, making the state?s tax system more regressive. That?s the opposite of the goal being pursued by the governor, who is proposing to raise income taxes on the top 2 percent of wage earners and make the tax system more progressive.

Studies suggest that the business-to-business sales tax would make the state?s tax system more regressive.

Every two years, Revenue Department researchers conduct what they call a "tax? incidence study," showing how the burden of all state and local taxes is distributed among all income groups. The study includes business taxes passed along by businesses and indirectly paid by consumers.

The most recent study, completed in 2011 for taxes paid in 2008, found that Minnesota?s three major taxes ? income, sales and property ? were increasing progressive from the second decile until the top decile of taxpayers, where the tax burden dipped from 8.3 percent of income to 7.8 percent of income. (A new incidence study is expected to be released in March.)

However, if you look just at business taxes paid by individual taxpayers, the story is just the opposite. The burden falls from 15.3 percent for the lowest decile of wage earners to just 1.8 percent for the top decile.

?Business taxes are the primary reason for regressivity in Minnesota?s tax system,? Haveman says. If Dayton?s business-to-business sales tax is approved, he says, future incidence studies ?very likely again will suggest that the wealthy are not paying their ?fair share?? ? even after the income tax increase on the top 2 percent.

Notre Dame Football: Players That Must Step Up to Repeat Solid Run Next Season

Notre Dame had a magical run to the national championship game this past season. However, it will not get back to that level of play without some big contributions from key players.

The Fighting Irish will lose a lot of talent heading into next season. Leading rusher Theo Riddick, leading tackler Manti Te'o and leading receiving target tight end Tyler Eifert were all seniors last season and will move on to greater things.

This will put a lot of pressure for players like Louis Nix III and Zach Martin to continue their great level of play. In addition, it also means that these men must step up their efforts from last season to be able to repeat and even improve the success of 2012.

Everett Golson, Quarterback

Notre Dame's 2013 season will only go as far as Everett Golson will take it.?

The first-year starter showed a lot of potential last season for the Irish with his arm and his legs. He was simply able to make things happen, although he did have a lot of mistakes to go along with it.

Overall, he completed only 58.8 percent of his passes and threw only 12 touchdowns to go with six interceptions. His efficiency rating of 131 ranked 65th in the country.

For a team looking to contend for a national title, this is not going to get it done.

Golson needs to raise his performance next season. That means making better passes and avoiding turnovers as he looks to produce long drives for scores.

Otherwise, Notre Dame will struggle all next season.

George Atkinson III, Running Back

There is a lot of debate over whether George Atkinson III can be a full-time running back in college football. However, he will need to be close to it next season.

Theo Riddick and Cierre Wood will no longer be with the team next season, leaving Atkinson and a bunch of freshmen to take over the load in the backfield.

Of course, the sophomore has shown a lot of potential in his limited playing time. He averaged 7.1 yards per carry in 51 attempts during the year and finished with five rushing touchdowns.

Even if he is not an every-down back for Brian Kelly, he will need to come through with big plays to help an offense that could become stagnant at times.

Dan Fox, Linebacker

The Irish are losing Manti Te'o and a bunch of talent on the defensive side of the football. This will mean the experienced players will need to step up in their absence.

One of those players is Dan Fox, who will be a fifth-year senior next season.?

Fox was fourth on the team with 63 tackles last year, including two for a loss. For the defense to be close to as good as it was last season, the linebacker will need to get that number closer to triple digits.

Notre Dame will be looking for leadership in 2013. Fox is the man that needs to provide it next season.

SCEJ President Hiroshi Kawano introduced a PS Vita info session earlier today. Detailing "everyone's PlayStation Vita," he announced a price drop for Japanese models right from the outset. Starting from February 28th, the price will drop down to 19,980 yen for both the 3G (previously 30,000 yen) and WiFi (once 25,000 yen) models. Yep, both will receive the a substantial price-cut alongside a a 7-day free trial of PS Plus (including Uncharted, Ridge Racer and four more titles free during February), plus a free download campaign for its Torne TV service until the end of March. No word on whether the rest of the world will benefit from the same price reduction, but we've got in touch with Sony Computer Entertainment to check. Maybe we'll hear more on Wednesday.

Barclays to cut 3,700 jobs as profits plunge

Scandal-hit banking giant Barclays has said it was axing at least 3,700 jobs under a strategic overhaul, but revealed it was paying ? 1.85 billion sterling in bonuses to staff, RTE Ireland reported on 12 February. ?Chief executive Antony Jenkins is shutting the bank's controversial Structured Capital Markets tax advisory division. He said 1,800 jobs would go in corporate and investment banking and another 1,900 across its European retail and business arm as part of a plan to slash costs by ? 1.7 billion.

Nearly ? 2.5 billion of cash set aside to cover mis-selling compensation claims contributed to a plunge in pre-tax profits to ? 246 million in 2012 from ? 5.9 billion the previous year.

The bank's bonus pot will mean each employee gets ? 13,300 on average, with an average of ? 54,100 for investment banking staff.

The pool is lower than the ? 2.2 billion paid out last year, the bank noted.

Barclays said 1,600 jobs have already been cut in the investment banking business since the start of the year.

Jenkins announced he was waiving his bonus for 2012 earlier this month, but the overall staff bonus pot for 2012 is likely to stoke further controversy given the recent series of scandals to rock the group.

Barclays said profits rose 26% to ? 7.05 billion on an underlying basis, with mis-selling provisions stripped out and not including movements in the value of its own debt.

The bank's bottom line profits were heavily impacted by mis-selling provisions, with ? 1.6 billion put by to cover claims relating to payment protection insurance (PPI) and ? 850 million for interest rate swaps sold to small businesses.

Barclays said its investment banking business delivered a 37% rise in pre-tax profits to ? 4.1 billion in 2012. Its UK retail and business banking division saw profits tumble 71% to ? 292 million after PPI provisions, although it said profits rose 4% to ? 1.5 billion on an underlying basis. ?All of the 1,900 retail job cuts announced today involve the bank's European arm, with redundancies across Spain, Italy, Portugal and France.

"There is no doubt that 2012 was a difficult year for Barclays and the entire banking sector,'' the bank's chief executive said.

He is leading a campaign to fix the bank's reputation following the Libor and mis-selling scandals. But Barclays is facing yet more investigations over its fundraising in the Middle East at the height of the financial crisis, which helped it avoid a government bail out.

The application says that Sony's controller contains two stereoscopic cameras that are designed to scan something that's placed on top of the device, with the idea that the object could then be translated into a virtual object in a game by being scanned by the cameras.

Thousands of Shiites protest 84 killed in Pakistan

QUETTA, Pakistan (AP) ? Thousands of Shiite Muslims took to the streets in southwest Pakistan on Monday in a second day of protests following a bombing that killed 84 people. Relatives of the victims refused to bury their loved ones until the army takes action against the militants targeting the minority sect.

Meanwhile, militants wearing suicide vests and disguised as policemen attacked the office of a senior political official in northwest Pakistan, killing six people, police said.

Pakistan has been besieged by militant attacks in recent years, many of them carried out by the Pakistani Taliban, who have been waging a bloody insurgency against the government. The country's Shiites have also increasingly become a target of radical Sunni militant groups allied with the Taliban who don't believe the Shiites are real Muslims.

Many of these sectarian attacks have occurred in southwest Baluchistan province, which has the largest concentration of Shiites in Pakistan. Many are Hazaras, an ethnic group that migrated from Afghanistan over a century ago.

The bomb that ripped through a produce market Saturday in Baluchistan's provincial capital of Quetta was the second mass-casualty attack targeting Shiites in the city in a little over a month. A double bombing of a billiards hall in January killed 86 people.

The death toll from the most recent blast, which was caused by a bomb hidden in a water tank, rose to 84 on Monday after three people died of their wounds, said senior police officer Fayaz Saumbal.

Outrage over the attacks has grown in Pakistan, and protests were held in over a half dozen cities Monday in addition to Quetta. But it's unclear whether the demonstrations will spark action that will make the Shiites any safer.

Rights groups have criticized the government for not doing enough to crack down on the attacks. They explain this apathy by pointing to past connections between the country's military and anti-Shiite militants, and also allege the sectarian groups are seen as less of a threat than the Taliban because they are not targeting the state.

Despite this criticism, the Shiites in Quetta see the Pakistani army as their only potential savior and are demanding the generals be given control of the city. They blame the provincial government and police for failing to protect them and want the army to take targeted action against sectarian militant groups like Lashkar-e-Jhangvi, which claimed responsibility for both the recent bombings in the city.

"We will not bury our martyrs until our demands are fulfilled," a top Shiite leader in the country, Amin Shaheedi, told reporters Monday at the site of the protest in Quetta.

Thousands of Shiites poured into streets near where the attack occurred, while others remained inside a mosque beside the bodies of their relatives, which were covered with white sheets. One young girl wrote on her face, "Don't kill me. I am Shia."

After the bombing in January that killed 86 people, Shiites camped out in the street for four days alongside the coffins of their loved ones. Eventually the country's prime minister ordered a shake-up in the regional administration, putting the local governor in charge of the whole province. But the governor has expressed frustration, saying the recent bombing was the result of a failure of the provincial security and intelligence services.

The most significant protests outside Quetta on Monday occurred in Pakistan's largest city, Karachi, located on the country's southern coast. Hundreds of protesting Shiites paralyzed key areas of the city by blocking major roads, including the one that leads to the airport.

The target of Monday's attack in the northwestern city of Peshawar was the office of the top political official for the Khyber tribal area, a major militant sanctuary in the country. The militants were disguised in the same type of uniform worn by the tribal policemen who protect the compound.

Four militants opened fire on the policemen protecting the compound and managed to get inside, said senior tribal policeman Sajad Hussain. Once inside, three of the attackers detonated their suicide vests, said Hussain. It's unclear what happened to the fourth attacker.

Six people were killed in the attack, including four tribal policemen and two civilians, said senior police officer Shafqat Malik. Thirteen people were wounded, including some who were inside an office that collapsed from the force of the explosions.

An eyewitness, Shahid Shinwari, said the militants launched the attack when a van carrying prisoners arrived at the office compound. The militants tried to free the prisoners from the van, he said.

The compound is open to members of the public on Mondays, and it was filled with dozens of people who became trapped inside by the attack. Soldiers and police responded to the attack, and the people trapped inside were eventually freed.

Local TV footage showed them walking out of the compound with their hands raised as they were led out of the compound to an area for screening. White smoke from the explosions billowed out of the compound.

Non-oil sector drives Nigeria's GDP growth in Q4 - CBN


The Central Bank of Nigeria(CBN) has attributed the growth in Nigeria's Gross Domestic Product(GDP) from 6.9 per cent in third quarter 2012 to 7.1 per cent fourth-quarter of the year to the increase in the contribution of the non-oil sectors, particularly the industrial sector, as shown by the available data from the National Bureau of Statistics (NBS).

According to the bank in a report tagged 'Economic Report Fourth-Quarter 2012' non-oil receipts, at N589.98 billion (24.4 per cent of the total), was below the budget estimate and receipts in the preceding quarter by 22.8 and 30.3 per cent, respectively.

The report added that decline in non-oil revenue relative to the preceding quarter's level, reflected largely the fall in corporate tax, Federal Government independent revenue, as well as customs and excise duties during the review period.

Provisional data on Non-oil export earnings by Nigerian exporters, at US$987.10 million, rose by 72.9 and 65.6 per cent above the levels in the preceding quarter and the corresponding quarter of 2011,respectively.

On the other hand, Nigeria's crude oil production, including condensates and natural gas liquids, was estimated at 2.00 million barrels per day (mbd) or 184.00 million barrels for the quarter. Crude oil export stood at 1.55 mbd142.60 million barrels for the quarter, while deliveries to the refineries for domestic consumption remained at 0.45 mbd or 41.40 million barrels.

The increase in oil receipts relative to the budget estimate was also attributed, largely, to the rise in the receipts from petroleum profit tax, royalties and domestic crude oil and gas sales during the period just as average price of Nigeria's reference crude, the Bonny Light (370 API), which was estimated at US$112.73 per barrel, rose by 1.5 per cent over the level in the preceding quarter.

Aches and Pains: You Can Thank Evolution for Them

BOSTON ? Bad backs, dangerous childbirths, sore feet and wisdom teeth pains are among the many ailments humans face from evolution, researchers say.

In an evolutionary sense, humans are by far the most successful primates on the planet, with a world population close to 7 billion. Humanity owes this success to a number of well-known adaptations, such as large, complex brains and walking upright on two feet. However, there are downsides to these advances as well.

"We're dealing with the scars of human evolution," anthropologist Alan Mann at Princeton University told LiveScience.

For instance, while walking upright freed up our hands for tool use, a key factor in human success, the resulting stresses from gravity on the human spine may have led to unique back pains.

"We're the only mammals that spontaneously fracture vertebra," anthropologist and anatomist Bruce Latimer at Case Western Reserve University told LiveScience.

Latimer and other scientists detailed their findings on human evolution today (Feb. 15) here at the annual meeting of the American Association for the Advancement of Science.

Achy backs

To underscore the challenges the human spine faces because of humanity's upright posture, Latimer compared the spine to a tower of 24 cups and saucers, with each cup representing a vertebra in the spine and each saucer one of the disks between each vertebra. [10 Wacky Facts About Humans]

"Then take a book like a dictionary and put it on top. This is the head. If you are really careful, you can balance it ? otherwise there's a lot of porcelain on the ground," Latimer said. "Then imagine taking this and putting in all the curves that you naturally have in the spine. I could give you all the duct tape in the world, and you still couldn't possibly balance it."

As the spine developed curves to keep balanced while upright, it can become stressed at certain points. This can result in conditions such as lordosis, or swayed backs; kyphosis, a rounded upper back or hunch back; and scoliosis, a sideway curve in the spine.

In addition, the spine also suffers from how people walk ? one foot forward at a time with the opposite side arm swinging in step.

"This creates a twisting motion that, after millions of twists over time, the discs between the vertebrae begin to wear out and break down, resulting in herniated discs," Latimer explained.

Evolving from four-footed to two-footed walking has also resulted in a host of foot problems, such as flat feet and bunions. Fossil evidence suggests that humans have suffered foot problems such as high-ankle sprains as far back as 3.5 million years ago, not just because of more recent, sedentary lifestyles.

"The fossil record is revealing that a lot of the foot problems we have now can be traced back to our past," functional morphologist Jeremy DeSilva at Boston University told LiveScience.

Pain in the teeth

The dramatic boost in brain size that helps set humans apart the most from the rest of the animal kingdom also has led to problems many now experience with wisdom teeth, the third set of molars that get their name from the fact that they erupt as people approach the end of adolescence. "Our brains expanded to more than triple of our ancestors. As a result, the architecture of the braincase has changed," Mann said.

This often leaves wisdom teeth no room to grow, causing them to erupt in painful ways.

"Evolution doesn't produce perfection," Mann said.

The problems that wisdom teeth can pose likely explain why genetic mutations that prevent their development have spread in human populations.

"The population with the highest frequency of missing third molars are the Inuit in the Arctic of North America, where it's as high as 44 percent," Mann said. Intriguingly, the only human population that apparently always had wisdom teeth in adulthood were the Neanderthals, he added.

Designing a human body

The evolution of upright walking has also made childbirth much riskier for humans than any other primate.

"If you want to look for examples of how we're not the result of intelligent design, you don't have to go far ? just look at the complicated, uncomfortable way we have babies,"anthropologist Karen Rosenberg at the University of Delaware told LiveScience.

The complex societies that humans have developed now help women survive childbirth.

"We mitigate these problems with midwives, obstetricians, attendants of any sort in the childbirth process," Rosenberg said.

"If an engineer were given the task to design the human body, he or she would never have done it the way humans have evolved," Latimer said. "Unfortunately, we can't go back to walking on four feet. We've undergone too much evolutionary change for that ? and it is not the answer to our problems."
