High court has options on health care law

WASHINGTON (AP) ? The arguments are done and the case has been submitted, as Chief Justice John Roberts says at the end of every Supreme Court argument. Now the justices will wrestle with what to do with President Barack Obama's health care overhaul. They have a range of options, from upholding the law to striking it down in its entirety. The court also could avoid deciding the law's constitutionality at all, although that prospect seems remote after this week's arguments.

A look at six potential outcomes, from the simplest to the most complicated possible rulings:

Q. What if the Supreme Court upholds the law and finds Congress was within its authority to require most people to have health insurance or pay a penalty?

A. A decision in favor of the law would end the legal fight and allow the administration to push forward with implementing its provisions over the next few years, including the insurance requirement, an expansion of Medicaid and a ban on private insurers' denying coverage to people with pre-existing health problems.

The political wrangling, however, probably would continue as candidates for Republican presidential nomination and lesser offices are calling for repeal of the law.

Q. What if, on the other hand, the court strikes down the entire law?

A. That would kill a costly new federal entitlement before it has a chance to take root and develop a constituency of beneficiaries and supporters, namely more than 30 million people who are supposed to wind up with health insurance because of the law.

In addition, some parts of the law already are in effect and would be rolled back. One popular provision allowing young adults to stay on their parents' insurance until age 26 has added nearly 2.5 million people to the coverage rolls, at no cost to taxpayers.

But there's no escaping America's double-barreled problem of excruciatingly high health care costs and many uninsured people, more than 50 million according to the latest estimates.

Whether it's dealing with the federal deficit, retirement security for seniors or even the Pentagon budget, elected officials would still have to confront health care at nearly every turn.

Congress would get to roll the ball up the hill again.

Q. What happens if the court strikes down the individual insurance requirement, but leaves the rest of the Affordable Care Act in place?

A. Knocking out the requirement that Americans carry insurance would not be the end of Obama's health care overhaul. There's a lot more in the 900-plus pages of the law.

But it would make the complicated legislation a lot harder to carry out, risking more complications for a U.S. health care system already seen as wasteful, unaffordable and unable to deliver consistently high quality.

Ten million to 15 million uninsured people who would have gotten coverage under the law could be left out.

The cost of individually purchased private health insurance would jump. That would make it more expensive for the government to subsidize premiums, although millions of middle-class people would still be entitled to such assistance under the law's remaining provisions.

If the individual mandate is struck, the law's Medicaid expansion would still cover millions more low-income people, mainly childless adults.

And a host of other mandates would stay in place. Starting in 2014, medium-sized and large employers would be hit with fines for not providing coverage to their workers.

Insurance companies would be required to accept people with pre-existing medical problems, no longer allowed to cherry-pick the healthy to keep costs down. They would also be barred from imposing higher premiums on people in poor health and limited in what they could charge older adults.

If that happens, premiums in the individual health insurance market would jump anywhere from 10 percent to 30 percent, according to various forecasts from economists.

Experts debate whether or not such a cost spike would trigger the collapse of the insurance market for individuals and small businesses ? or just make coverage even more expensive than it already is.

"Without a mandate the law is a lot less effective," said MIT economist Jonathan Gruber, who advised the Obama administration and, earlier on, then-Massachusetts Gov. Mitt Romney, who put such an insurance mandate in that state's health care law. "The market will not collapse, but it will be a ton more expensive and cover many fewer people."

Q. What if the court strikes down the mandate and invalidates the parts of the law that require insurance companies to cover people regardless of medical problems and that limit what they can charge older people?

A. Many fewer people would get covered, but the health insurance industry would avoid a dire financial hit.

Insurers would be able to continue screening out people with a history of medical problems, such as diabetes patients or cancer survivors.

That would prevent a sudden jump in premiums. But it would leave consumers with no assurance that they can get health insurance when they need it, a major problem the law was intended to fix. Other economically developed countries guarantee health insurance for their citizens.

A related requirement limits premiums charged to older adults. Currently people in their late 50s and early 60s can face premiums as much as six or seven times higher than those charged to 20-year-olds. The law says insurers may charge older adults no more than three times what they charge younger ones.

Administration lawyers say the insurance requirement goes hand in hand with the coverage guarantee and cap on premiums, and have asked the court to get rid of both if it finds the mandate to be unconstitutional.

Q. What happens if the court throws out only the expansion of the Medicaid program?

A. Throwing out the expansion would severely limit the law's impact because roughly half of the more than 30 million people expected to gain health insurance under the law would get it through the expansion of Medicaid, the federal-state health insurance program for low-income people.

The law would effectively bring under Medicaid everyone making up to 138 percent of the federal poverty level. That works out to about $15,400 for an individual, $30,650 for a family of four. Most of those who would be added to the Medicaid rolls are low-income adults without children.

But a potentially sizable number of those low-income people might still be eligible for government-subsidized ? though probably more expensive ? private insurance under other provisions of the law. Private coverage will probably be more expensive for taxpayers to subsidize than Medicaid.

States suing to overturn the federal law argue that the Medicaid expansion comes with so many strings attached it amounts to an unconstitutional power grab by Washington, reaching directly into the wallets of state taxpayers.

The administration counters that the federal government is paying all of the initial cost of the expansion and 90 percent in perpetuity, well above what Washington contributes for regular Medicaid. Moreover, when Congress created Medicaid in 1965 it also served notice on the states that program rules could change in the future. This is only the latest of many such changes.

The Supreme Court took on this issue even though none of the district or appeals courts that heard health care lawsuits had any problem with the Medicaid expansion.

"We don't have any lower court that has struck down this (Medicaid) provision, so there is no precedent from the lower courts on how to handle it," said Diane Rowland, a Medicaid expert with the nonpartisan Kaiser Family Foundation. "They all upheld it."

Q. What happens if the court decides that the constitutional challenge is premature?

A. The wild card, and least conclusive outcome in the case, probably also is the least likely, based on what justices said during the arguments. No justice seemed inclined to take this path, which involves the court's consideration of a technical issue. The federal appeals court in Richmond, Va., held that the challenge to the insurance requirement has to wait until people start paying the penalty for not purchasing insurance. The appeals court said it was bound by the federal Anti-Injunction Act, which is intended to facilitate tax collections and keep the government operating. That law says federal courts may not hear challenges to taxes, or anything that looks like a tax, until after they are paid.

It remains at least possible that if the justices have trouble coming together on any of the other options they could simply decide not to decide the big issues.

Although the administration says it doesn't want this result, such a decision would allow it to continue putting the law in place and force postponement of any subsequent challenge until more of the benefits are being received. On the other hand, Republicans might have more ammunition to press for repeal of the law in the meantime.

Oil falls to near $106 after US crude supply jump

Oil prices fell to near $106 a barrel Wednesday after a report showed a larger-than-expected jump in U.S. crude supplies, suggesting demand remains weak.

By early afternoon in Europe, benchmark oil for May delivery was down 91 cents to $106.42 in electronic trading on the New York Mercantile Exchange. The contract was up 30 cents to settle at $107.33 per barrel in New York on Tuesday.

In London, Brent crude for May delivery was down $1.20 at $124.34 per barrel in London.

The American Petroleum Institute said late Tuesday that crude inventories rose 3.6 million barrels last week while analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had predicted an increase of 2.8 million barrels.

Inventories of gasoline increased 1.3 million barrels last week while distillates tumbled 1.4 million barrels, the API said.

The Energy Department's Energy Information Administration reports its weekly supply data ? the market benchmark ? later Wednesday.

If the API figures stand, U.S. crude stockpiles would be at their highest level in seven months, according to analysts from Commerzbank in Frankfurt.

Crude has jumped from $75 in October as signs of an improving U.S. economy bolstered investor confidence. However, demand hasn't picked up yet and economists expect consumption could remain tepid with U.S. gasoline prices nearing $4.00 a gallon.

Some analysts forecast weaker economic growth and demand from China, the world's second largest economy, will pull oil prices lower. Capital Economics expects Brent crude to fall to below $100 by the end of the year.

"Perhaps the biggest concerns are the signs of weakness in China," Capital Economics said in a report. "The years of sustained double-digit growth in China's economy are now ancient history and the risks over the next several years, both to growth and commodity demand, lie overwhelmingly on the downside."

In other energy trading, heating oil was down 2.19 cents at $3.2141 per gallon and gasoline futures fell 4.22 cents at $3.3442 per gallon. Natural gas slid 1.2 cents at $2.282 per 1,000 cubic feet.

Freshwater fish and living conditions, are we doing too much? | Pets ...

Hello,
My question is with regards to fish and conditions of living. I have always been intrigued by the living conditions that pet shop provide to freshwater fish on sale. I?m not a resident of the United States. Pet shops in my country provide the minimum acceptable living conditions to their fish, no soaking of pellets before feeding, water changes only once a month and overstocked and dirty aquarium. Yet, I?ve observed that all the different varieties of fish even the supposedly more sensitive ones such as dicus which requires clean water stay in good health for a long time. I mean they look healthy, their fins are not clamped etc. We aquarists have always been taught that we should do regular weekly water changes and take many steps to keep our goldfish healthy and prevent diseases. So how come, the goldfish at the pet store apparently do not get sick for such a long time.

In spite I try as far as I can to provide good living conditions for my goldfish, they always get sick. The fish I bought got sick, I tried to cure it but in vain. I don?t understand where the problem is, should I perform less water changes as the pet shop.

Are we exaggerating when we strive to provide optimum water conditions to our pet fish and thereby diminishing their resistance to pathogens.

What you perceive as optimal living conditions may not be in line with is actually needed..

No biggie, sometimes we tend to over care for our fish not realizing it? s hurting them?

If you give the fish the proper size home, use a filter, don;?t overstock the tank, under feed and do no more than 15-20% water changes weekly there is no chance of a fish dieing on on you.

as well you may want to change where you buy fish..

there fish could be very inbred and genetically flawed and doomed to die early?

that would not be your fault then would it??.

The NFL eventually intends to impose discipline on multiple players involved in the Saints? bounty program.? After that happens, the players will have the right to appeal, either to Ted Cottrell or Art Shell (if the punishment is imposed for on-field conduct, like making an illegal hit for money) or to the Commissioner (if the punishment is imposed for off-field conduct, like funding the bounty system).

Either way, hearings will be held.? At the hearings, the NFL will be required to submit evidence.? And much of the evidence will come from former Saints defensive coordinator Gregg Williams.

As explained in Wednesday?s announcement from the league:? ?Coach Williams acknowledged that he designed and implemented the program with the assistance of certain defensive players. He said that he did so after being told by Saints Head Coach Sean Payton that his assignment was to make the defense ?nasty.? Coach Williams described his role as overseeing record keeping, defining payout amounts, deciding on who received payouts, and distributing envelopes with cash to players who ?earned? rewards.?

And so the league will need Williams to show up at the hearings and tell the hearing officer what Williams told the NFL when Williams finally confessed to being the man who ?designed and implemented the program.?? The fact that the league knows Williams did so ?with the assistance of certain defensive players? means that those ?certain defensive players? can expect to be punished, with the punishments supported by Williams? testimony.

That?s likely one of the reasons why the NFL opted not to impose a lifetime ban on Williams.? If banned, he?d have no reason to show up and testify.? By suspending him for a year and explaining that his prospects for reinstatement will depend in part on ?the extent to which Coach Williams cooperates with the NFL in any further proceedings,? the NFL essentially is using reinstatement as the carrot that will entice Williams to testify effectively in the appeal hearings.

The fact that the Rams inexplicably haven?t yet fired the man they say they never would have hired if they?d known about the bounty system could be part of the plan to make Williams think he has a realistic chance of getting back in.? With a plausible belief that his job is waiting for him, Williams will have an extra incentive to ensure that the forthcoming suspensions survive the appeal process.

In the end, the NFL may decide that Williams should never be reinstated.? Or perhaps the Rams will fire him and no one else will hire him.? Regardless, the NFL can?t cut him loose for now, because the league needs the man it has suspended indefinitely, or the league definitely will be unable to make the player suspensions stick.

NEW YORK (AP) ? Facebook has taken steps in recent days to address more worries about privacy, warning employers not to ask prospective employees for their passwords and trying to clarify its user "rights and responsibilities" policies.

But the latter effort backfired when tens of thousands of users, mostly in Germany, misunderstood the clarifications and blasted the company, even though nothing substantive had changed. Their discontent showed that, no matter what Facebook does, privacy concerns are still the biggest threat to users' trust and to its growth.

"There is such an incredible level of scrutiny now about anything any company does about privacy," said Jules Polonetsky, director of the Future of Privacy Forum, an industry-backed think tank in Washington. "We are treating every single thing that touches privacy as a five-alarm fire. The risk of all these five-alarm level outbursts is that people will become inured about privacy and miss real privacy issues because of crying wolf when nothing is actually going on."

Users' willingness to share information is a key part of Facebook's business. The site makes the bulk of its money from ads that target users based on their personal information. Last year, the company earned a profit of $668 million and booked $3.7 billion of revenue, and it's preparing for an initial public offering later this spring that could be valued at as much as $100 billion.

Privacy issues have dogged Facebook for years. It settled with the Federal Trade Commission in November over allegations that it misled users about the handling of their personal information. Google Inc., a big rival, agreed to a similar settlement eight months earlier.

The latest ruckus happened when more than 30,000 German users posted that they were rejecting the company's proposed changes to its governing documents. But the changes amounted to nuanced revisions and clarifications of long-standing policies ? not a major overhaul.

The company, for instance, replaced the word "profile" with "timeline," since Facebook users now have a different type of profile. Facebook also changed "hateful" to "hate speech" in its description of prohibited content.

Still, users who read the documents for the first time noticed some things that alarmed them. For example, the document replaced the words "privacy policy" with "data-use policy," seemingly taking privacy out of the picture.

Facebook has been calling it a data-use policy since September, preferring to be more straightforward about its actual purpose. But the company makes so many subtle changes that it's easy to lose track.

"It's clear that some people fundamentally misunderstand our proposed changes. Our data-use policy governs how we use and collect data. That document is not changing at this time," Facebook spokesman Barry Schnitt said. "That's why we have this unique and transparent process, though ? so have an opportunity to clarify confusion and respond to user concerns. We look forward to doing so in the coming weeks."

Another worrisome discovery might have been the fact that applications used by your Facebook friends can gain access to your data on Facebook, even if you do not use the apps yourself. That's true, but it's been true since at least 2007 and well-documented elsewhere on the site.

The attention focused on Facebook's largely cosmetic changes reflect just how closely people watch the company.

"If they reposted the same privacy policy they had, everyone would be jumping up and down," said Polonetsky, a former chief privacy officer at AOL.

Sarah Downey, senior privacy strategist at an online privacy software provider called Abine, was among those criticizing Facebook this week. She said the company is being more straightforward about its business model and what it does by clarifying its documents. But that doesn't necessarily mean it's heading in the right direction.

"What we once thought of as a social network has really become an advertising network," she said.

On Friday, it was Facebook itself that raised alarms about privacy, warning employers not to ask job applicants for their passwords to the site so they can poke around on their profiles. The company threatened legal action against applications that violate its long-standing policy against sharing passwords.

The company action came after The Associated Press documented cases of job applicants who were asked, at the interview table, to reveal their Facebook passwords so their prospective employers can check their online profiles.

A Facebook executive cautioned that if an employer discovers that a job applicant is a member of a protected group, the employer may be vulnerable to claims of discrimination if it doesn't hire that person.

"As a user, you shouldn't be forced to share your private information and communications just to get a job," Erin Egan, Facebook's chief privacy officer of policy, wrote in a post. "And as the friend of a user, you shouldn't have to worry that your private information or communications will be revealed to someone you don't know and didn't intend to share with just because that user is looking for a job."

The post sparked comments from Facebook users, many of them thankful. But the number totaled only 108 ? a sign that when it comes to online privacy, it's far easier to stir anger than gratitude.

Slump in February retail sales revives recovery worries

LONDON (Reuters) - Retail sales suffered their biggest monthly fall in nine months in February and were revised sharply downwards for January, official data showed on Thursday, dampening hopes that a consumer revival this year will boost the economy.

Sales data is well-known for its volatility but the latest figures are still consistent with a sluggish underlying recovery.

Central bankers and the government have been betting on a modest recovery in consumer spending in 2012 as falling inflation should leave Britons with more money to spend, and the February drop comes as a surprise after a recent set of solid results from major British retailers.

Coming the day after finance minister George Osborne's annual budget gave little help for dejected consumers, Office for National Statistics' data showed that retail sales volumes fell 0.8 percent on the month in February to give an annual rise of 1.0 percent - both well below economists' forecasts.

January's sales growth figures were revised down to 0.3 percent from 0.9 percent on the month, with the ONS blaming late data from smaller stores which failed to maintain their previous strong growth.

February's monthly drop was driven by the biggest fall in sales in other stores - whose merchandise ranges from computers to toys and watches - since January 2010, with a sharp drop in sales of goods including fine art and antiques leading the fall.

"There is not a lot of momentum out there. We had weak industrial production, weak retail sales, so the data paint a weak picture," said Commerzbank economist Peter Dixon.

Gilt futures extended gains after the release and sterling fell against the dollar.

But British retail sales data is typically volatile - both on the ONS measure, and that produced by industry body the British Retail Consortium. Thursday's data shows that the annual rate of growth in retail sales values stood at 3.2 percent in February versus 3.7 percent in January, closing much of the gap with the BRC's measure, which registered 2.3 percent growth in February.

In a sign that consumers may be healthier than the latest figures suggest, the government's independent forecasting unit, the Office for Budget Responsibility, revised up its forecast for household consumption growth this year to 0.5 percent on Wednesday.

Supporting that view, the ONS figures showed that retail sales in the three months to February were 1.7 percent higher than a year ago, the biggest increase since December 2009.

Britain seems to be slowly recovering from a contraction at the end of 2011 but faces headwinds from the government's austerity drive, reaffirmed in the budget statement.

Abnormal cells may signal hidden heart risk

Many people who go to a hospital with chest pain don?t end up having a heart attack. A new study that identifies certain abnormal cells in patients? blood might lead to screening tests to spot those who remain at risk, despite passing standard diagnostic tests.

In people experiencing the opening throes of a heart attack, cells from the inner lining of blood vessels ? called endothelial cells ? get set adrift in the bloodstream, researchers report in the March 21 Science Translational Medicine. Heart attack patients have higher numbers of these endothelial cells in their blood than healthy people, and the patients? cells take abnormal shapes, says Eric Topol, a cardiologist at Scripps Research Institute in La Jolla, Calif.

?These are sick cells that have been subjected to profound inflammation,? he says.

Topol and his colleagues found the abnormal cells using a new technology that sorts blood cells so well that it can detect a single endothelial cell among millions of blood cells. The researchers obtained blood samples from 50 people with a median age of 58.5, as they arrived at a hospital with chest pains that turned out to be heart attacks. The scientists also tested blood from 44 younger healthy volunteers and from 10 healthy people age-matched to the heart attack patients.

The blood test found four times as many circulating endothelial cells in the heart attack group as in the healthy volunteers. The unusual cells also clustered together and often contained multiple nuclei.

?This is a fascinating insight,? says cardiologist Christopher Boos at Poole Hospital in Dorset, England. ?But this is very much in the exploratory phase,? he adds, since the researchers have yet to prove that the abnormal cells come from the coronary arteries. Heart attacks occur when plaque in the coronary arteries tears loose, forming a blood clot that can clog the arteries and disrupt blood flow to the heart muscle.

But sometimes, Topol says, a person gets chest pain but shows no other evidence of a heart attack. The patient?s heart rhythm is good, blood flow to the heart muscle is adequate and blood analysis shows no telltale signs of dying heart cells. In these people, the body has often dissolved a clot before any of that damage could occur, Topol says.

In future studies, he hopes to study whether these people have abnormal endothelial cells in circulation. Evidence of that would suggest an unstable coronary plaque ? a heart attack still waiting to happen.

?Discovering unstable plaques,? Boos says, ?is one of the key unmet needs of cardiology.?

The new study looked for the misshapen endothelial cells themselves. But a test for use in the clinic, Topol says, would more likely search for a gene or protein signature of these abnormal cells to spot at-risk patients who could then be prescribed aspirin or other anti-clotting drugs.

Computer model of spread of dementia can predict future disease patterns years before they occur in a patient

ScienceDaily (Mar. 21, 2012) ? Researchers at Weill Cornell Medical College have developed a computer program that has tracked the manner in which different forms of dementia spread within a human brain. They say their mathematical model can be used to predict where and approximately when an individual patient's brain will suffer from the spread, neuron to neuron, of "prion-like" toxic proteins -- a process they say underlies all forms of dementia.

Their findings, published in the March 22 issue of Neuron, could help patients and their families confirm a diagnosis of dementia and prepare in advance for future cognitive declines over time. In the future -- in an era where targeted drugs against dementia exist -- the program might also help physicians identify suitable brain targets for therapeutic intervention, says the study's lead researcher, Ashish Raj, Ph.D., an assistant professor of computer science in radiology at Weill Cornell Medical College.

"Think of it as a weather radar system, which shows you a video of weather patterns in your area over the next 48 hours," says Dr. Raj. "Our model, when applied to the baseline magnetic resonance imaging scan of an individual brain, can similarly produce a future map of degeneration in that person over the next few years or decades.

"This could allow neurologists to predict what the patient's neuroanatomic and associated cognitive state will be at any given point in the future. They could tell whether and when the patient will develop speech impediments, memory loss, behavioral peculiarities, and so on," he says. "Knowledge of what the future holds will allow patients to make informed choices regarding their lifestyle and therapeutic interventions.

"At some point we will gain the ability to target and improve the health of specific brain regions and nerve fiber tracts," Dr. Raj says. "At that point, a good prediction of a subject's future anatomic state can help identify promising target regions for this intervention. Early detection will be key to preventing and managing dementia."

Tracking the Flow of Proteins

The computational model, which Dr. Raj developed, is the latest, and one of the most significant, validations of the idea that dementia is caused by proteins that spread through the brain along networks of neurons. It extends findings that were widely reported in February that Alzheimer's disease starts in a particular brain region, but spreads further via misfolded, toxic "tau" proteins. Those studies, by researchers at Columbia University Medical Center and Massachusetts General Hospital, were conducted in mouse models and focused only on Alzheimer's disease.

In this study, Dr. Raj details how he developed the mathematical model of the flow of toxic proteins, and then demonstrates that it correctly predicted the patterns of degeneration that results in a number of different forms of dementia.

He says his model is predicated on the recent understanding that all known forms of dementia are accompanied by, and likely caused by, abnormal or "misfolded" proteins. Proteins have a defined shape, depending on their specific function -- but proteins that become misshapen can produce unwanted toxic effects. One example is tau, which is found in a misfolded state in the brains of both Alzheimer's patients and patients with frontal temporal dementia (FTD). Other proteins, such as TDP43 and ubiquitin, are also found in FTD, and alpha synuclein is found in Parkinson's disease.

These proteins are called "prion-like" because misfolded, or diseased, proteins induce the misfolding of other proteins they touch down a specific neuronal pathway. Prion diseases (such as mad cow disease) that involve transmission of misfolded proteins are thought to be infectious between people. "There is no evidence that Alzheimer's or other dementias are contagious in that way, which is why their transmission is called prion-like."

Simple Explanation for Clinically Observed Patterns of Dementia

Dr. Raj calls his model of trans-neuronal spread of misfolded proteins "very simple." It models the same process by which any gas diffuses in air, except that in the case of dementias the diffusion process occurs along connected neural fiber tracts in the brain.

"This is a common process by which any disease-causing protein can result in a variety of dementias," he says.

The model identifies the neural sub-networks in the brain into which misfolded proteins will collect before moving on to other brain areas that are connected by networks of neurons. In the process the proteins alter normal functioning of all brain areas they visit.

"What is new and really quite remarkable is the network diffusion model itself, which acts on the normal brain connectivity network and manages to reproduce many known aspects of whole brain disease patterns in dementias," Dr. Raj says. "This provides a very simple explanation for why different dementias appear to target specific areas of the brain."

In the study, he was able to match patterns from the diffusion model, which traced protein disbursal in a healthy brain, to the patterns of brain atrophy observed in patients with either Alzheimer's disease or FTD. This degeneration was measured using MRI and other tools that could quantify the amount of brain volume loss experienced in each region of the patient's brain. Co-author Amy Kuceyeski, Ph.D., a postdoctoral fellow who works with Dr. Raj, helped analyze brain volume measurements in the diseased brains.

"Our study demonstrates that such a spreading mechanism leads directly to the observed patterns of atrophy one sees in various dementias," Dr. Raj says. "While the classic patterns of dementia are well known, this is the first model to relate brain network properties to the patterns and explain them in a deterministic and predictive manner."

The study's third contributing author is Michael Weiner, M.D., professor of radiology at the University of California at San Francisco, and the principal investigator of the Alzheimer's Disease Neuroimaging Initiative, funded by the National Institutes of Health.

When current CEO Guerrino De Luca took over the reigns at Logitech following huge losses on Google TV and its business in the EMEA region, we knew it was only temporary and now Logitech has appointed a successor. Bracken P. Darrell is coming over from Whirlpool (where he lead its efforts in, you guessed it, Europe, Middle East and Africa) to be its new president effective April 9th. The plan is for him to take over for De Luca on January 1st, 2013 (who will return to his former role as Chairman), while leading an improved, slimmed down product roadmap -- the theme is said to be quality over quantity -- for the second half of the 2013 fiscal year. On the conference call De Luca indicated more would be revealed during an upcoming earnings announcement in April which, combined with a hint at a Harmony remote refresh during the last call in January, has us marking our calendars already.

In the past fives days, we caught a pair of the once-white whales.

(AP) ? A sharp jump in gas prices drove a measure of U.S. consumer costs up in February. But outside higher pump prices, inflation stayed mild.

The Labor Department said Friday that the consumer price index rose 0.4 percent in February, the largest increase in 10 months. Gas prices rose 6 percent to account for most of the gain.

Food prices were unchanged for the first time in 19 months. And excluding food and energy, so-called "core" prices rose just 0.1 percent.

Mild inflation allows the Fed to maintain its low interest-rate policy.

"Not much to stew about on the inflation front," Robert Kavcic, an economist at BMO Capital Markets, wrote in a note to clients.

Most economists expect inflation to remain in check this year. The prices of agricultural commodities such as corn and cotton have come down. And while more Americans are working, few are getting big pay raises. That has limited retailers' ability to charge more.

In the past 12 months, consumer prices have risen 2.9 percent, the same year-over-year change as last month. Core prices have increased 2.2 percent over the same period. That's lower than January's year-over-year figure.

Still, gas prices keep rising. The jump at the pump could slow growth if consumers are forced to cut back on other purchases. The average price for a gallon of gas on Friday was $3.83, according to AAA. That's 32 cents higher than a month ago.

The Fed noted the increase Tuesday after its one-day policy meeting. Fed policymakers said they expect rising energy prices to temporarily boost inflation but longer-term inflation should remain stable. The Fed also reiterated its plan to keep its short-term interest rates near zero until at least 2014.

Consumers are seeing relief elsewhere.

Grocery store prices appear to be leveling off after increasing for most of the past two years. Consumers paid less last month for vegetables, dairy products, and meat, fish and eggs.

Clothing costs dropped by the most in more than five years in February and airfares dipped.

And natural gas prices dropped sharply last month and have declined nearly 10 percent in the past year. That offset some of the increase in gas costs. Mild winter weather has cut demand, at the same time that supplies have risen as companies extract more natural gas from shale rock.

But other items cost more. Consumers paid more for prescription drugs, hotel rooms, and new cars. Rental costs rose 0.2 percent for the fourth straight month.

A separate report from the Labor Department showed that average hourly pay, adjusted for inflation, fell 1.1 percent in the 12 months ended in February.

A report Wednesday indicated that inflation pressures also aren't increasing much at the wholesale level. The producer price index, which measures price changes before they reach the consumer, rose 0.4 percent. The gain was largely because of higher gas prices. Excluding food and gas, core wholesale prices rose just 0.2 percent

A small amount of inflation can be good for the economy. It encourages businesses and consumers to spend and invest money sooner rather than later, before inflation erodes its value.

Lower price growth also leaves more money in consumers' pockets, boosting their buying power and supporting economic growth. The jump in gas and food prices early last year limited Americans' ability to buy other goods, slowing the economy.
