DUBAI (Reuters) - Global energy infrastructure is more vulnerable than ever in an escalating cyber war thanks to "sons of Stuxnet" electronic missiles, which can be created from the virus designed to sabotage Iran's nuclear program.

Cyber espionage is on the rise, with Chinese hackers stealing field data and cutting-edge technology from energy companies around the world since at least 2009, according to leading security firm McAfee (part of Intel Corp).

But the biggest threat to everything from power grids to digital oilfields may come from malware based on the Stuxnet worm, widely thought to have been sponsored by western government agencies, security experts say.

Cyber weapons like Stuxnet that can take control of plants appear to be more of an operational danger than the recently discovered Flame virus, which seems designed to gather data.

"Stuxnet really showed people you could do this, that is the problem. I cannot imagine any major government agency not developing an offensive capability," Eric Byres, a leading authority on critical infrastructure security, told Reuters.

Byres, who advises governments and multinationals on cyber security, said government agencies could seek to infiltrate energy infrastructure in case of political tension. "That is one of the risks, that we are weaponizing our entire energy industry, or leaving weapons inside it, just in case."

Governments are concerned that energy and communications networks would be the first victims of any conflict with a cyber-savvy aggressor.

"It is believed that would be part of any form of warfare - that they would take out private sector infrastructures as part of knocking out a country," said Paul Dorey, who managed BP's digital security until 2008 and is now professor of information security at the University of London.

The stable relationship between the United States, Russia and China, means there seems little chance they will try to disrupt one another's energy networks any time soon.

But Iran has been bombarded with cyber bugs during its intense nuclear standoff with the west, with the virus known as Flame detected in April and a worm called Duqu, designed to gather intelligence on industrial infrastructure for future attacks, found last year.

ESPIONAGE

The United States is by far the biggest source of general malicious activity on the Internet, data from antivirus software maker Symantec Corp indicates, but targeted industrial espionage largely comes from Asia.

"Targeted attacks are increasing dramatically. It could be state sponsored or it could be just hacktivists or it could be a cyber criminal organization. But we know the number one target is government institutions and the second is manufacturing, including oil and gas," Bulent Teksoz, Symantec's chief security strategist for emerging markets said.

According to data from the Repository of Industrial Security Incidents, power and transportation companies see the greatest number of major cyber security problems. Most of those incidents result in some loss of production or equipment control.

Until Stuxnet, breaking into supervisory control and data acquisition (Scada) systems running most of the world's industry was thought to be beyond most hackers.

Thanks to its groundbreaking code now leaked and freely available on the Internet, any competent cyber criminal group could use it to spear Scada security that controls vital infrastructure around the world.

"Stuxnet does provide a delivery vehicle, for non state actors to use, that is a direct threat to critical infrastructure," said Alexander Klimburg, senior cyber security adviser at the Austrian Institute for International Affairs.

"They have to go and develop their own warhead but you have given them a cruise missile... It's perfectly possible that Stuxnet could be adapted for cyber terrorism purposes and that is a real concern."

Byres, who designed the leading industrial firewall system, said that although the original cyber weapon targets Siemens systems that controlled Iran's Natanz centrifuges, its parts could be adapted to take control of any industrial controller.

It has had some impact on at least 22 other installations, including a U.S. metals factory, he said.

CYBER COLD WAR

The mother of all Scada attacks is believed to have occurred 30 years ago, when the U.S. Central Intelligence Agency is said to have used a "logic bomb" to blow up a Siberian gas pipeline.

According to a book by former senior U.S. intelligence officer Thomas Reed, after discovering the KGB was trying to steal pipeline control software, the CIA planted a version that would cause the system to over pressurize and let the Soviets have it.

President Barack Obama warned in 2009 that "cyber intruders" were probing the U.S. power network and that foreign intelligence services were behind some intrusions. In March the U.S. Department of Homeland Security identified a series of attacks on natural gas pipeline operators.

"We believe it is only a matter of time before someone employs capabilities that could cause significant disruption to civilian or government networks and to our critical infrastructure," General Keith Alexander, head of the U.S. Cyber Command, told a senate committee hearing on March 27.

A spokesman for the U.S. Department of Homeland Security declined comment for this article. The agency's Industrial Control Systems Computer Emergency Response Team is charged with responding to cyber attacks on energy plants and other critical infrastructure.

A U.S. Department of Defense report said this month that cyber spying was done by intelligence services, private sector companies, and individuals from dozens of countries, but that it expected China to remain an "aggressive and capable" collector.

"Chinese attempts to collect U.S. technological and economic information will continue at a high level and will represent a growing and persistent threat to U.S. economic security."

U.S. cyber defense chief General Alexander told the committee that Chinese hackers were responsible for a raid in early 2011 on RSA, makers of the SecurID system used by many large companies to access private networks.

The codes and control servers used in the U.S. gas grid attacks match those used to break into RSA, Byres said.

Night Dragon, so called because U.S. security firm McAfee noticed the data raids took place from Beijing-based IP addresses on weekdays from 9.00 am to 5.00 pm Beijing time, was the first known coordinated attacks on global energy companies.

Night Dragon, reported in 2011, focused on stealing information on potential oil and gas reserves and new technologies from western energy companies, valuable information for rivals competing for exploration licenses around the world.

Modern "digital drilling rigs" with their multiple external connections to critical onboard systems, and the roll out of "smart meter" systems linking consumers and power generators via two way communication lines, are new potential weak spots.

"The attackers are getting more skilled and we are increasing the vulnerability," Justin Lowe, an energy security specialist at PA Consulting Group told the conference.

"We are putting more systems out there which are attackable."

"I see communities who seem to me to have legitimate concerns about water pollution, land use and flaring. These will be a roadblock to shale gas unless governments can impose best practice in a clear and transparent way.

"We see in some countries shale gas is already substituting for coal and that is welcome as it reduces CO2. But this will only help slow growth in CO2, not bring us to a desired trajectory.

"The threat of climate change is right at the top of our agenda - we just announced a record CO2 level for the world and we are warning that we are almost ready to shut the door on a trajectory towards a 2C temperature rise."

Today's IEA report forecasts that if unconventional gas overcomes concerns, the growth in demand for gas would equal to growth from coal, nuclear and oil combined, keeping gas prices down.

It would also outstrip the growth of renewables and by 2035 gas would overtake coal to become the second largest source of primary energy after oil.

Dr Birol previously told BBC News that the gas boom was likely to divert investment from renewables.

The sudden unpredicted glut of global gas has changed the energy landscape. A few years ago many governments had been persuaded that energy security and climate security were inextricably linked.

Relationships Can Be Challenging

Achieving joyous, harmonious, long-term relationships with other people can be very challenging.? All you have to do is reflect upon the divorce rate, and other measures of unhappiness in marriages, and you?ll know immediately that this is true.

Conflicts, disagreements, hurt feelings, and betrayals can occur during the course of any long-term relationship.? And when they do, they can either be dealt with successfully, or they can lead to long-term resentments and damage to the quality of the union.

How Much Control Do We Have?

Many people underestimate the true degree of personal control they have over the quality and outcomes of their long-term relationships.? It?s very common, when relationships are going downhill, to feel like you are at the mercy of forces (and feelings) that are beyond your direct personal control.? However, there is much you could have controlled, earlier in the course of your relationship, that you may not have taken advantage of.? And there is also much you can control, when you see the relationship heading toward trouble, that can restore it to health and lasting vitality.

What Purpose Did You Choose For Your Relationship?

For example, if you have either consciously or unconsciously chosen the purpose for your relationship to be ?dominating or controlling? your partner?I wish you luck.? This is not a good purpose for creating long-term, harmonious relationships with others.? I suppose there are some people who are able to make this purpose work, but most of the time it will eventually fail.

On the other hand, choosing to adopt a purpose of ?accepting, supporting, and nurturing? your partner is a good one for long-term relationship success, especially if the other person has the same purpose in mind toward you.

In between these two examples, there are many other purposes that people can choose for their relationships.? Here are just a few:

• I want the other person to always make me feel happy.
• I want my partner to provide me with financial security.
• I want my partner to always spend time with me whenever I want.
• I want my partner to intuitively know what I want and always provide it for me.
• I want my partner to always make me feel loved and adored.

I would argue that each of these purposes has drawbacks that could eventually lead to relationship stress.? Once again, some people may be able to pull these purposes off, but the vast majority who try to create their relationships based upon these needs and expectations will likely fail.? One major reason for this is all of these purposes are designed to ?get something from the relationship? or to get something from the other person.

Most successful relationship purposes, in my experience, are ?giving? and not ?getting? focused.? What is it you intend to give to the other person, and how will giving this on a consistent, long-term basis make you feel satisfied and fulfilled?

Purpose Is A Choice

The most important thing to take away from this brief, albeit very limited discussion, is that relationship purposes don?t happen by accident.? They are always a choice (either conscious or unconscious) that each of us makes for each and every type of relationship we create.?

Now our purposes may be different for each type of relationship we enter (friends, lovers, spouses, business partners, etc.) but the one thing that is always constant is that ultimately we make a choice.? From the wide range of competing purposes that are always available to us, we always choose one (or more) to be the foundation of each of our relationships.

How much are you aware of the explicit purposes you have chosen for each of your important relationships?? How good are the purposes you have chosen, and how do they position you for either failure or success?

Make no mistake about this?you do have complete control over the purposes you choose for your relationships.? If you exercise this control wisely, your chances for success will be very high.? If you don?t, or if you choose your purposes unwisely, you are asking for relationship trouble down the road, and you just might find it.

UN envoy 'horrified' by Syria massacre, 108 dead

BEIRUT (AP) ? U.N. envoy Kofi Annan called Monday on "every individual with a gun" in Syria to lay down arms, saying he was horrified by a weekend massacre that killed more than 100 people, including women and small children.

Even Syria's staunchest ally Russia joined sweeping international criticism of the mass killings on Friday in the Houla area, saying the government was at least partly to blame for one of the deadliest single events in the 15-month-old uprising against President Bashar Assad's rule.

"I am personally shocked and horrified by the tragic incident in Houla two days ago, which took so many innocent lives, children, women and men," Annan said as he arrived in the Syrian capital Damascus for talks with Assad and other senior officials.

He called on all sides of the conflict to end the bloodshed, saying "this message of peace is not only for the government, but for everyone with a gun."

The killings in Houla, a collection of villages in the central province of Homs, was condemned internationally although world powers differed over whether Assad's forces were exclusively to blame.

Activists from the Houla area said the army pounded the villages with artillery and clashed with local rebels after protests Friday. Some activists said pro-regime thugs later stormed the area, doing the bulk of the killing by gunning down men in the streets and stabbing women and children in their homes.

The Syrian government rejected that narrative and claimed soldiers were attacked in their bases and fought back in self-defense.

Russian Foreign Minister Sergey Lavrov contended in Moscow both the government and the rebels were to blame. Russia has shielded Syria from U.N. resolutions condemning the regime in the past, but has grown increasingly critical of Assad's government in recent months.

"Both sides have obviously had a hand in the deaths of innocent people, including several dozen women and children," Lavrov said. "This area is controlled by the rebels, but it is also surrounded by the government troops."

Lavrov spoke after talks with visiting British Foreign Secretary William Hague in Moscow.

The brutality of the killings came across in amateur videos posted online that showed scores of bodies, many of them young children, in neat rows and covered with blood and deep wounds. A later video showed the bodies, wrapped in white sheets, being placed in a sprawling mass grave.

The massacre in Houla cast fresh doubts on the ability of an international peace plan put forward by Annan to end Syria's crisis.

Syria has strongly denied allegations that its forces carried out the killings, but the U.N. Security Council after an emergency session Sunday "condemned in the strongest possible terms" the killings in Houla. It blamed Syrian forces for shelling residential areas with tanks and artillery.

It also condemned the killings of civilians "by shooting at close range and by severe physical abuse," but avoided saying who was responsible for these attacks.

The council's statement said the "outrageous use of force" against civilians violated international law and Syrian government commitments under previous U.N. resolutions to stop all violence, including the use of heavy weapons in populated areas. It said "those responsible for acts of violence must be held accountable," and asked the U.N. observer mission in Syria and Secretary-General Ban Ki-moon to investigate the attacks and report back to the council.

Britain and France had proposed issuing a media statement condemning the attack on civilians and pointing the finger at the Syrian government. But Russia called for an emergency council meeting, saying it first wanted a briefing by Maj. Gen. Robert Mood, the head of the unarmed U.N. observer mission in Syria.

Mood told the Security Council that U.N. observers at the scene now estimate 108 people were killed in Houla, U.N. peacekeeping chief Herve Ladsous told reporters outside the council chamber.

The U.N. counted 49 children and 34 women among the dead.

Syrian officials denied activists' accounts of the events in Houla and painted a vastly different picture.

Speaking to reporters in Damascus, Foreign Ministry spokesman Jihad Makdissi said Syrian security forces were in their local bases Friday when they were attacked by "hundreds of heavily armed gunmen" firing mortars, heavy machine guns and anti-tank missiles, starting a nine-hour battle that killed three soldiers and wounded 16.

The soldiers fought back, but didn't leave their bases, he said.

"No Syrian tank or artillery entered this place where the massacres were committed," he said. "The security forces did not leave their places because they were in a state of self-defense."

Makdissi did not provide videos or other evidence to support his version of events, nor did he give a death toll. He said the government had formed a committee to investigate and share its findings with Annan during his Damascus visit.

The international rights group Human Rights Watch urged a swift investigation.

"There's no way a Syrian military commission can credibly investigate this horrendous crime when so much evidence suggests pro-government forces were responsible," said Sarah Leah Whitson, Middle East and North Africa director for the New York-based group. "Annan should insist that Syria grant access to the U.N. commission of inquiry to investigate this and other grave crimes."

The United Nations estimates that 9,000 people have been killed since the uprising began in March 2011, but hundreds more have been killed since the U.N. provided that figure.

In the latest violence reported across the country, state-run news agency SANA said four law enforcement agents were killed in a suicide explosion outside the capital.

Earlier, activists said troops shelled several neighborhoods in Hama until the early hours of the day, killing at least 24 people, according to British-based activist groups Syrian Observatory for Human Rights and the Local Coordination Committees.
